Texas Democrats on Senate Republican Attempts to Lower Constitutionally-Set Threshold Establishing Quorum
AUSTIN, Texas — Texas Democratic Party Chair Gilberto Hinojosa issued the following statement regarding Republican-introduced SJR 1 being voted out of committee on Monday, which would lower the constitutionally set threshold for how many legislators must be present in order to have a quorum:
“The passage of SJR 1 out of the state Senate Special Committee on Constitutional Issues, which would lower the constitutionally-set threshold for how many members must be present in order to have a quorum, was in line with Republicans’ track-record of changing the rules when they know they don’t have the votes.
“Whether it’s Lt. Gov. Dan Patrick lowering the threshold from 19 to 18 senators needed to take up a bill on the floor, clinging to power by creating new barriers to voting with SB 1, or this latest attempt at passing a constitutional amendment to decrease the number of members needed in order to have a quorum, we know that Republicans will go to any length to hold onto power.”
