The Hays County Democratic Party Delegation to the State Convention was based on the following formula:
Based on the number of votes for Chris Bell for Governor in the 2004 election, Hays County was allocated 55 delegates to the state convention.
Of that 55, 39 delegates were to be elected in precinct caucuses at the county convention - each precinct was awarded 1 delegate for every 180 votes for Chris Bell in the 2004 election (precincts not meeting this threshold were combined with other such precincts to reach the threshold.) Precinct 337 was awarded 3 delegates, 7 precincts were awarded 2 delegates each, 16 precincts were awarded 1 delegate each, and 12 precincts were combined to form 6 multi-precincts awarded 1 delegate each.
The remaining 16 delegate slots were to be determined by the Nominations Committee whose charge was to restore the ratio of candidate support based on the sign-in at the county convention (the permanent roll). The ratio of support of the permanent roll was 62% for Obama, and 38% for Clinton. This ratio dictated that of the 55 delegates to the State Convention, the break out would be:
34 Obama Delegates and 21 Clinton Delegates,
with equal numbers of Alternates, respectively.
